FY 2009-10 Consolidated Action Plan 5 March 16, 2009 <br />Current City Council Policy <br />Current Council Policy is defined by the FY 2005-09 Consolidated Plan, adopted by <br />Resolution No. 2005-046 on April 18, 2005. In addition, the Consolidated Plan conforms <br />to the City's Housing Strategy, which the Council approved in Spring of 2004 and <br />addresses the affordable housing goals of the Consolidated Plan. <br />Previous City Council Action(s) <br />N/A <br />City Council Committee Review and Action <br />On March 12, 2009, City staff made a presentation to the City Council Business and <br />Housing Development Committee on the proposed draft FY 2009-10 Action Plan for <br />review and comment. <br />Applicable General Plan Policy <br />The Consolidated Plan addresses the goals of the Housing Element of the General <br />Plan, such as increasing the supply of affordable for-sale and rental housing, providing <br />opportunities for home ownership, preserving and rehabilitating existing affordable <br />owner-occupied and rental housing, and addressing special needs populations. <br />Permits and/or Variances Granted <br />N/A <br />Environmental Review <br />National Environmental Protection Act (NEPA) and California Environmental Quality <br />Act, the latter when applicable, review will be conducted for each project or activity <br />approved by the City Council. Neither CEQA nor NEPA apply to the FY 2009-10 <br />Consolidated Action Plan. <br />Code Compliance Review <br />N/A <br />Board/Commission Findings <br />N/A <br />Summary Of Public Outreach Efforts <br />A notice of the public hearing (with partial translations in Chinese and Spanish) was <br />published in the Daily Review on February 27, 2009. A summary of the Annual Action <br />Plan was also published in the Daily Review. The Plan and Draft HUD Section 108 Loan <br />Guarantee Application for Senior Center will be available at City Hall, in the Main <br />Library, and on the City's website fora 30-day comment period from March 20 -April <br />20, 2009. A second public hearing will be held on Apri120, 2009. <br />
