FY 2009-10 Consolidated Action Plan 5 March 16, 2009 Current City Council Policy Current Council Policy is defined by the FY 2005-09 Consolidated Plan, adopted by Resolution No. 2005-046 on April 18, 2005. In addition, the Consolidated Plan conforms to the City's Housing Strategy, which the Council approved in Spring of 2004 and addresses the affordable housing goals of the Consolidated Plan. Previous City Council Action(s) N/A City Council Committee Review and Action On March 12, 2009, City staff made a presentation to the City Council Business and Housing Development Committee on the proposed draft FY 2009-10 Action Plan for review and comment. Applicable General Plan Policy The Consolidated Plan addresses the goals of the Housing Element of the General Plan, such as increasing the supply of affordable for-sale and rental housing, providing opportunities for home ownership, preserving and rehabilitating existing affordable owner-occupied and rental housing, and addressing special needs populations. Permits and/or Variances Granted N/A Environmental Review National Environmental Protection Act (NEPA) and California Environmental Quality Act, the latter when applicable, review will be conducted for each project or activity approved by the City Council. Neither CEQA nor NEPA apply to the FY 2009-10 Consolidated Action Plan. Code Compliance Review N/A Board/Commission Findings N/A Summary Of Public Outreach Efforts A notice of the public hearing (with partial translations in Chinese and Spanish) was published in the Daily Review on February 27, 2009. A summary of the Annual Action Plan was also published in the Daily Review. The Plan and Draft HUD Section 108 Loan Guarantee Application for Senior Center will be available at City Hall, in the Main Library, and on the City's website fora 30-day comment period from March 20 -April 20, 2009. A second public hearing will be held on Apri120, 2009.
