West San Leandro Shuttle BID <br />Current City Council Policy <br />Not applicable. <br />March 6, 2009 <br />Previous City CounciURedevelopment Agency Action(s) <br />• Resolution 2003-185 was adopted by the Council on September 2, 2003 approving a <br />Resolution of Intention to form the West San Leandro Shuttle Business Improvement <br />District. <br />• Ordinance No. 2004-013, adopted June 21, 2004, amending Title 2 of the San Leandro <br />Municipal Code to add a new Chapter 15 establishing the West San Leandro Business <br />Improvement District. <br />• Resolution No. 2005-116 was adopted by the Council on July 18, 2005 approving a <br />Resolution of Intention to re-form the West San Leandro Shuttle Business Improvement <br />District. <br />• Ordinance No. 2005-017, adopted October 3, 2005, amending Title 2 of the San Leandro <br />Municipal Code to add a new Chapter 15 re-establishing the West San Leandro Business <br />Improvement District. <br />• Resolution No. 2009-014 was adopted by the Council on February 2, 2009 approving a <br />Resolution of Intention to re-establish the West San Leandro Shuttle Business Improvement <br />District. <br />City Council Committee Review and Action <br />• At its January 8, 2009 meeting, the Business and Housing Development Committee reviewed <br />the draft mailing envelope and contents, including the BID public hearing notice, ROI and <br />self-addressed postcard sized protest card. The Committee discussed the BID assessment <br />notification process and mailing material. It recommended that the red stamp be enhanced <br />with "BUSINESS IMPROVEMENT DISTRICT BID BALLOT" in addition to the PUBLIC <br />NOTICE on the envelope. Additionally, the Committee recommended the informational flyer <br />include information on how votes are weighed and who is authorized to sign the protest. <br />Applicable General Plan Policy <br />• Goal 15.03 of the General Plan specifically encourages the use of shuttle buses as a viable <br />alternative to driving, and Action 15.03-A urges continuation of public/private partnerships <br />to provide shuttle services and the pursuit of grant funding opportunities for such activities. <br />Permits and/or Variances Granted <br />Not applicable. <br />Environmental Review <br />Not applicable. <br />Code Compliance Review <br />Not applicable. <br />BoardlCommission Findings <br />• The BID Advisory Board has given its support for consideration of re-establishing the BID <br />and the continued operations of the LINKS program. <br />
