West San Leandro Shuttle BID March 6, 2009
Summary of Public Outreach Efforts
• All businesses paying the assessment in the district were notified by mail of the proposed re-
establishment of the assessment in December 2008 and on February 5, 2009.
Fiscal Impact
Not applicable.
Budget Authority
• The LINKS has funds available to operate through the end of the current fiscal year based on
the existing assessment. LINKS has secured a Transportation Fund for Clean Air (TFCA)
grant for $165,000 over a two year period as well as an Alameda County Congestion
Management Association (CMA) grant for $405,000 over a three year period. No
Redevelopment Agency Funds are budgeted in the FY 2009-10 due to the aforementioned
grants.
Attachments
Not applicable.
CONCLUSION
Staff recommends that the City Council hold a public hearing and take testimony on re-
establishing the BID, and at the conclusion of the public hearing tally the protest votes received.
Should the City receive protest ballots from less than 50% of the affected business owners, staff
recommends that the City Council adopt the Ordinance re-establishing the BID. This
recommendation is based on the LINKS' continued success demonstrated by the steady ridership
numbers over the eight years of operation and its continued high rating of ridership satisfaction
of the shuttle service.
\\CH-FPO1\Dep[$\CM\DEPT\OBD\Files RDA\WSL-MacArthur Area\L,INKS Shuttle\Shuttle Assessment District 2009\CC Staff Report 2009 BID Approval.doc
