West San Leandro Shuttle BID March 6, 2009 <br />Summary of Public Outreach Efforts <br />• All businesses paying the assessment in the district were notified by mail of the proposed re- <br />establishment of the assessment in December 2008 and on February 5, 2009. <br />Fiscal Impact <br />Not applicable. <br />Budget Authority <br />• The LINKS has funds available to operate through the end of the current fiscal year based on <br />the existing assessment. LINKS has secured a Transportation Fund for Clean Air (TFCA) <br />grant for $165,000 over a two year period as well as an Alameda County Congestion <br />Management Association (CMA) grant for $405,000 over a three year period. No <br />Redevelopment Agency Funds are budgeted in the FY 2009-10 due to the aforementioned <br />grants. <br />Attachments <br />Not applicable. <br />CONCLUSION <br />Staff recommends that the City Council hold a public hearing and take testimony on re- <br />establishing the BID, and at the conclusion of the public hearing tally the protest votes received. <br />Should the City receive protest ballots from less than 50% of the affected business owners, staff <br />recommends that the City Council adopt the Ordinance re-establishing the BID.
