Kell-Smith and Associates; <br />Wayne Bryant from the Airport Noise Office; John Manuel of the South <br />Field Group; Francois Gallo of the North Field Group. <br />The meeting was called to order at 9:01 a.m. <br />1. Update on Airport Noise Insulation Program <br />William Schock reported that 81 homes have been insulated to date. Staff will be bringing a <br />Notice of Completion to the full City Council for consideration this month. 75 homes are <br />scheduled for the next phase, with construction possibly beginning in September. There are 44 <br />additional homes waiting to be qualified and processed in phase III. <br />2. Update from Airport Staff Regarding Airship Ventures (Zeppelin) Operations at the <br />Airport's North Field <br />Wayne Bryant reported that weather has impeded the company's scheduling of flights at <br />Oakland. Noise monitoring and a safety briefing for local fire departments are still planned <br />when regular flights commence. To date, no complaints have been received from the <br />community about the few Airship Ventures flights that have occurred. <br />3. Discussion Regarding NOISE Legislative Priorities <br />Mayor Santos commented that he asked that this item be placed on the agenda because NOISE <br />is a national organization on the forefront of legislative efforts to protect communities from <br />aviation operations. He recommends that the City send letters to our Congressional <br />Representatives supporting the slate of legislative actions NOISE is pursuing this year. <br />
