management element and recommendations for program enhancements for each <br />element where possible. <br />The procedures and practices currently employed include: <br />a. ANOMS query reports are used to determine the level ofi compliance with the jet <br />aircraft restrictions and to identify specific non-compliant aircraft. <br />b. The digital audio recording system (IDVR) records various ATC radio frequencies <br />and these recordings are reviewed for any identified non-compliant aircraft <br />operation. (Radio frequencies include South Tower, North Tower, Clearance <br />Delivery, North Ground and South Ground.) <br />c. Ifnon-compliance is due to a pilot request to depart from Runways 27R/L or land <br />on Runways 09R/L, the Noise/Environmental Compliance Office will contact the <br />aircraft owner via written correspondence or telephone. To effectively reach <br />corporate jet airlines, staff will contact the airlines by phone or by e-mail when <br />their pilots are not in compliance with the procedure. <br />d. If non-compliance is due to an inappropriate ATC instruction to a pilot who uses <br />the South Field runway instead of complying with noise abatement, staff will <br />determine, if possible, the reason for the non-compliant operation. Airport staff <br />will report the incident to the FAA Tower for further investigation or action. <br />Task 6. The study will identify and quantify the use of Stage 1 and 2 noise certified <br />corporate jet aircraft. The database will be reviewed to determine the quantity of activity <br />and aircraft type, to determine runway use and time of day of flights, to identify the <br />operators, and to determine if any trends exist. <br />Task 7. The study will include an evaluation of lifeguard (air ambulance) emergency <br />corporate jet activity to identify and quantify the aircraft types on these flights and any <br />potential noncompliance with ATC rules governing the flights. <br />Task 8. Develop a comprehensive report on program enhancement <br />recommendations and include any cost estimates associated with the <br />implementation of recommendations and program maintenance where possible <br />and applicable. <br />Task 9. Produce final report and graphics. <br />Task 10. The consultant will be expected to attend planning and community meetings, <br />which will include: <br />a. Initial meeting with project team for project orientation and data collection. <br />b. Draft report review meeting with project team. ~~.~,y~-1~V~ <br />c.
