traffic congestion on the South Field; and c. due to Taxiway Bravo blockage by <br />other aircraft. ATC will at times instruct pilots to land on Runways 09R/L during <br />the Southeast Plan traffic flow to maintain separation from other aircraft landing <br />on Runway 11. <br />No Audio -Radio ATC frequencies are recorded and reviewed for all non- <br />compliantaircraft activity on the North Field. At times the radio voice recordings <br />cannot be reviewed due to data storage failure or due to the lack of quality audio <br />recordings. A flight is not in compliance with a noise abatement procedure if the <br />reviewer cannot prove otherwise through a review of the recording. However, the <br />aircraft owner will not be contacted in these situations. <br />d. Audio Not Reviewed -Staff was unable to review audio recording of ATC radio <br />frequencies for any other reason not directly related to equipment problems. <br />Task 3. The study will include a review and quantification and/or evaluation of the <br />various jet aircraft operations, which are compliant with the noise restrictions as they are <br />exempt for reasons defined below. These include: <br />a. Medical -Medical operations such as organ or patient transportation are exempt <br />from the noise abatement procedure due to their operational necessity (lifeguard <br />flights). <br />b. Runway 29 Closure for Safety/Maintenance -Runway 29 is temporarily closed <br />due to construction activities, maintenance, weather, Foreign Object Debris <br />(FOD) removal, or in an aircraft emergency or disabled aircraft situation. Routine <br />maintenance on Runway 29 is normally scheduled on each Monday between <br />12:OOam and 6:OOam. <br />c. Taxiway closure - At times, as part of airfield projects, taxiways are closed or <br />partially blocked by vehicles and/or equipment. Taxiway B is the primary <br />connector between the North Field and South Field taxiways leading to Runway <br />29. The. taxiway closure prevented aircraft from accessing Runway 29. <br />Task 4. Air traffic "flow time" will be reviewed and evaluated as some of the non- <br />compliant flights listed as "ATC" mean that ATC assigned Runway 27R/L to meet flow <br />time or else the flight might have missed the slot. <br />Aircraft destination is also a variable to noncompliance and will be reviewed where <br />possible. If corporate jets are going to a nearby airport (within 100 miles) they may be <br />more likely to request Runway 27R/L (VFR departures to Napa, Concord, Livermore, <br />etc.). <br />Task 5. The study will include a thorough review and evaluation of program <br />management practices and procedures employed to monitor and enforce compliance <br />with the noise restrictions. <br />A complete evaluation will cover all aspects of program implementation including <br />monitoring practices and techniques, program record-keeping and a review of program <br />documentation, program enforcement procedures and techniques, and program <br />reporting.
