DRAFT MINUTES <br /> Page 9 <br />March 16, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />projects. There is possibility that the Davis Street Overcrossing and Marina Blvd <br />Overcrossing may be included in the stimulus program, based on the regional process. <br />Mayor Santos received a letter from Berkeley Mayor Tom Bates regarding Bus Rapid <br />Transit (BRT). Mayor Bates suggests that CMA take the lead role in processing the <br />BRT project from Berkeley to Bayfair BART. Mayor Santos commented that if the <br />project moves forward over the next several years, AC Transit would likely be <br />th <br />responsible for putting in all the improvements along the corridor, and the East 14 <br />Street improvements could conceivably be funded through this BRT project. <br /> <br />Councilmember Souza asked if the City Council has taken an official position on BRT. <br />Mayor Santos confirmed that the City Council took a position in 2006 not to accept <br />dedicated lanes in the south area of the City and to terminate the line at Bayfair BART. <br /> <br /> <br />B.Reports on Conferences and Seminars <br /> <br />Mayor Santos suggested deferring the reports in deference to the Councilmembers that <br />have not yet returned from the National League of Cities conference. <br /> <br /> <br />C.Reports on Empowerment Funds <br /> <br />Vice Mayor Bill Stephens reported that he made the following contributions from his <br />Community Empowerment Funds: $250 to Roosevelt Elementary School, $250 to <br />Washington Elementary School, $500 to the San Leandro Scholarship Foundation, and <br />$500 to the San Leandro Arts Council. <br /> <br />Mayor Santos reported that he made the following contributions from his Community <br />Empowerment Funds: $200 to Davis Street Family Resource Center (DSFRC) and <br />$250 to Kiwanis Club. <br /> <br /> <br />D.Reports on City Council Committees <br /> <br /> Accepted as submitted. <br />1.Airport Committee Meeting of March 6, 2009. <br /> <br />Mayor Santos commented that Waste Management is not negotiating with Pacific <br />Biogas regarding the Davis Street Transfer Station. Waste Management is <br />interested in working with the City on developing a waste-to-energy facility using <br />digesters and such at the foot of Davis Street. However, at the present, Waste <br />Management has no intention of entering into any agreement with the Oakland <br />Airport or Pacific Biogas. <br /> <br />Recommendation for City Council Consideration: <br /> <br /> <br />a. <br />ies and recommendations made by the <br />community. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />
