MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 2, 2009 <br />A motion was made by Councilmember Prola, and seconded by Councilmember <br />Gregory, directing staff to prepare a resolution committing $500,000 of Redevelopment <br />Funds to assist DSFRC in the acquisition of the property located at 3081 Teagarden <br />Street. Councilmember Prola commented on the tremendous work and important <br />services DSFRC provides to the community. <br />Vice Mayor Stephens agreed that DSFRC provides important community services and <br />stated that he has been along-time supporter; however he disagreed with the proposed <br />funding mechanism. He commented on the need to find a more responsible way to <br />provide the funding. <br />Councilmember Starosciak concurred with Vice Mayor Stephens, and added that there <br />needs to be more discussion about the topic. Councilmember Starosciak supported the <br />idea of the $500,000 contribution to DSFRC, but stated that she felt it would set a <br />precedent. She noted that Girls, Inc. is currently looking for a new building in San <br />Leandro. Councilmember Starosciak pointed out that RDA funds are already heavily <br />overburdened, and the Agency needs to be extremely careful in committing additional <br />RDA funds. <br />Councilmember Starosciak offered a friendly amendment to the motion, to direct staff <br />to prepare a resolution committing $500,000 in funding from some source that does not <br />further encroach on RDA funds. <br />Mayor Santos expressed concern that adequate CDBG funding would not be available. <br />Councilmember Souza. noted that on January 20, the Finance Committee <br />recommendation was to give CDBG funds to DSFRC. <br />Councilmember Prola, the maker of the motion, did not accept the friendly amendment. <br />He understood that time was of the essence in the properly purchase, and there may be <br />an opportunity for matching funds. <br />Councilmember Gregory commented on the opportunities for the City to leverage its <br />contribution by a match of funds from another organization, and for the DSFRC to use <br />funds for services that is now uses for rent. He felt that it would be helpful if staff could <br />provide some assurance that the mechanism for providing the funding would not put the <br />city at risk. <br />A substitute motion was made by Councilmember Starosciak, and seconded by <br />Councilmember Souza, to direct staff to prepare a resolution committing $500,000 of <br />Community Development Block Grant (CDBG) or other source of funding to assist <br />DSFRC in the acquisition of the property located at 3081 Teagarden Street. <br />+ Minute Order No. 2009-012, Motion Directing Staff to Prepare a Resolution <br />Committing $500,000 of Community Development Block Grant (CDBG) or <br />Other Source of Funding to Assist DSFRC in the Acquisition of the Property <br />Located at 3081 Teagarden Street.
