CITY COiTNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Prola reported on the recent minutes of the Alameda County Mosquito <br />Abatement District Board of Trustees. The District is in a good fmancial situation due <br />to the passage of the assessment increase. It hired a new Mosquito Control Technician <br />and is planning on hiring some seasonal staff. The Local Agency Formation <br />Commission (LAFCO) conducted an election for the Alternate Special District seat <br />between Louis Andrade from Hayward and Judge Landis from San Leandro, Mr. <br />Andrade won the seat. Councilmember Prola then reported on the public scoping <br />meeting on the runway safety area improvement project that the Oakland Airport had <br />with the Port of Oakland, which he attended at the Mayor's request. The reason for his <br />attendance was to fmd out about potential air quality or noise impacts. <br />Mayor Santos reported on the March 4 Administration and Organization Committee <br />meeting at StopWaste.Org. The Committee discussed a bottle bill concerning wine and <br />spirit bottles. Information was sent to the City Council and State Senator Ellen Corbett. <br />He commented that the City, in conjunction with the Alameda County Congestion <br />Management Agency (CMA) and Alameda County Transportation Improvement <br />Authority (ACTIA), created a booklet which lists the major projects within Alameda <br />County. The federal stimulus program has interest in moving any regional projects in <br />excess of $20 million. CMA is going to be the lead agency in coordinating these <br />
