MINUTES Page 9
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 16, 2009
projects. There is possibility that the Davis Street Overcrossing and Marina Blvd
Overcrossing may be included in the stimulus program, based on the regional process.
Mayor Santos received a letter from Berkeley Mayor Tom Bates regarding Bus Rapid
Transit (BRT). Mayor Bates suggests that CMA take the lead role in processing the
BRT project from Berkeley to Bayfair BART. Mayor Santos commented that if the
project moves forward over the next several years, AC Transit would likely be
responsible for putting in all the improvements along the corridor, and the East 14~'
Street improvements could conceivably be funded through this BRT project.
Councilmember Souza asked if the City Council has taken an official position on BRT.
Mayor Santos confirmed that the City Council took a position in 2006 not to accept
dedicated lanes in the south area of the City and to terminate the line at Bayfair BART.
B. Reports on Conferences and Seminars
Mayor Santos suggested deferring the reports in deference to the Councilmembers that
have not yet returned from the National League of Cities conference.
C. Reports on Empowerment Funds
Vice Mayor Bill Stephens reported that he made the following contributions from his
Community Empowerment Funds: $250 to Roosevelt Elementary School, $250 to
Washington Elementary School, $500 to the San Leandro Scholarship Foundation, and
$500 to the San Leandro Arts Council.
Mayor Santos reported that he made the following contributions from his Community
Empowerment Funds: $200 to Davis Street Family Resource Center (DSFRC) and
$250 to Kiwanis Club.
D. Reports on City Council Committees
1. Airport Committee Meeting of March 6, 2009. Accepted as submitted.
Mayor Santos commented that Waste Management is not negotiating with Pacific
Biogas regarding the Davis Street Transfer Station. Waste Management is
interested in working with the City on developing awaste-to-energy facility using
digesters and such at the foot of Davis Street. However, at the present, Waste
Management has no intention of entering into any agreement with the Oakland
Airport or Pacific Biogas.
Recommendation for City Council Consideration:
a. Direct staff to prepare a letter for the Mayor's signature in support of
NOISE's legislative priorities and recommendations made by the
community.
By consensus, the City Council approved this recommendation.
