Hollister City Manager MATTER OF APPROVAL OF U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FY2009-2010 ANN UAL ACTION PLAN AND HUD SECTION 108 LOAN GUARANTEE APPLICATION FOR THE SENIOR CENTER SUMMARY AND RECOMMENDATION Staff recommends that the City Council hold a second public hearing and then adopt the resolution approving the FY 2009-10 Annual Action Plan and authorizing the execution of all related documents by the City Manager and submission of the Action Plan to HUD. The Action Plan has been available for 30 days for public comment since March 20, 2009. Upon adoption by the City Council, the Plan will be combined with the Alameda County HOME Consortium's plans (for the County and each Consortium member city) and forwarded to HUD. Staff also recommends that the City Council adopt the resolution authorizing the City Manager to submit a HUD Section 108 Loan Application to finance the new senior center construction and execute documents to implement the application. The Section 108 loan application has also been available fora 30-day public comment period since March 20, 2009. Upon adoption by the City Council, the loan application will be forwarded to HUD. BACKGROUND Consolidated (or Annual) Action Plan The FY 2009-10 Annual Action Plan implements the FY 2005-09 Consolidated Plan strategies by undertaking activities during the program year that utilize two (2) HUD grants: Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME).
