FY 2009-10 Consolidated Action Plan & 3 Apri120, 2009 <br />HUD Section 108 Loan Application <br />Application, and set a second public hearing date for April 20, 2009 to consider public <br />comments and adopt the Plan and the Application. <br />City Council Committee Review and Action <br />N/A <br />Applicable General Plan Policy <br />The Action Plan describes activities and annual goals that the City of San Leandro <br />expects to undertake during the program year to address FY 2005-09 Consolidated Plan <br />priority needs and objectives. The Consolidated Plan addresses the goals of the Housing <br />Element of the General Plan, such as increasing the supply of affordable for-sale and <br />rental housing, and providing opportunities for home ownership, preserving and <br />rehabilitating existing affordable owner-occupied and rental housing, and addressing <br />special-needs populations. <br />Permits and/or Variances Granted <br />N/A <br />Environmental Review <br />Staff completed National Environmental Protection Act (NEPA) reviews for each project <br />to be approved by the City Council for the FY 2009-10 Consolidated Action Plan except <br />for public facilities improvement projects, which will have completed NEPAs by July 1, <br />2009. <br />Code Compliance Review <br />N/A <br />Board/Commission Findings <br />N/A <br />Summary Of Public Outreach Efforts <br />In accordance with the City's Citizen Participation Plan, which is required under the <br />Consolidated Plan, notices of both public hearings have been published in the newspaper <br />and sent to a CDBG mail list of interested parties. Summaries of the Annual Action Plan <br />and of the HUD Section 108 loan application were published in the newspaper prior to <br />each of the two public hearings as well. The draft Plan and draft Application were made <br />available at City Hall (City Clerk's Office and Community Development Department), <br />the Main Library, and on the City website for the required 30-day comment period from <br />March 20 through April 20, 2009. A second public hearing will be held on April 20, <br />2009. <br />Fiscal Impact <br />HUD will enter into contract with the City for the grant amount. The grant is an a <br />reimbursement basis with funds being reimbursed by HUD after expenditure by the City <br />for activities designated in the Annual Action Plan. <br />
