Measure B Paratransit Application FY 2009-10 4 April 9, 2009
• Show rider ID to the driver
• Follow each city's shuttle schedule, fares, and rider guidelines
Connecting the two shuttle services expands transportation options to San Leandro and Hayward
residents at no additional cost to either city. We are hopeful that shuttle access to Hayward will
allow San Leandro riders to go to Hayward Kaiser and other medical facilities, freeing up space
on the Out-of--Town Medical Service.
Grant Allocation -Static
The grant allocation is based on a formula which takes into account projected sales tax revenue
and the City's population of disabled, 85 and over, 65-84 and SSI recipients. Recipient cities
have been told to use 2008-09 projections for next fiscal year ($257,089).
We have also applied for a Minimum Service Level (MSL) grant in the amount of $75,000 to
fund the Out-of--Town Medical Trips. Riders use this service to go to medical appointments
outside of San Leandro. Most of the trips are to Kaiser in Hayward, Oakland and Union City and
to Eden Hospital in Castro Valley. We have received a MSL grant for the last three years. Last
year, the MSL grant was reduced from $75,000 to $50,000. We have applied for $75,000 again,
and will plan to operate the service within the final grant allocation.
Grant Opportunities
In hopes of reinstating the service reductions, we are investigating all grant options including
opportunities provided through economic stimulus funds. We are planning to apply for a
Measure B Gap Grant for same-day service during the 2010-11 Gap grant cycle. (The Gap Grant
program is not open for applications at this time.)
Current City Council Policv
NA
Previous City Council Action(s)
NA
City Council Committee Review and Action
NA
Applicable General Plan Policv
^ Transportation Safety -Section 4(E) -The General Plan strives to make the streets safer
for persons with special needs, including seniors and persons with disabilities.
^ Transportation -Interagency Coordination -Section 4(F) -The General Plan strives to
manage congestion and create a more viable public transportation system through
cooperative efforts with other jurisdictions.
Permits and/or Variances Granted
NA
Environmental Review
NA
