She mentioned that Waste Management currently provides refuse service for all San Leandro schools, which means they provide service outside their normal service area, and there may be interest in including Oro Loma Sanitary District in the conversation. Mayor Santos pointed out that there are three schools in the San Lorenzo Unified School District within the San Leandro city limits. Councilmember Souza within the BID will benefit by the expenditure of the funds raised and the assessment She stated that she felt the statement was subjective, and requested that it be changed. Councilmember Starosciak asked whether changing the wording would affect the legality of the ordinance. Ms. Williams confirmed that it would, since the statement is a legal finding of the Council. Councilmember Prola stated that he feels the BID does benefit all the businesses in the district, and Councilmember Gregory concurred.
