DRAFT MINUTES <br /> Page 8 <br />April 6, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br />have a future policy discussion on PLAs; however she felt it would not benefit the City or its <br />citizens to delay this particular project to accommodate the last-minute request for a PLA. <br /> <br />Mayor Santos remarked that the estimate of the increased costs of a PLA may not be <br />accurate, and that the Building Trades Council has indicated willingness to work with <br />BRIDGE to stay within its budget constraints. <br /> <br />Councilmember Starosciak expressed strong support for PLAs and the benefit they would <br />provide to the community. She recalled the discussion by the City Council over a year ago, <br />at which the idea was proposed to require the developer to hold community meetings and <br />discussions with labor for this project. Councilmember Starosciak noted that BRIDGE was <br />required to conduct four meetings; it held fourteen meetings, and there was ample <br />opportunity for labor to raise the issue of a PLA during one of these meetings. She expressed <br />concern that the Council is being rushed into making a decision without adequate <br />the impacts of a PLA on the City, and that she believed it would take more than two weeks to <br />come up with a reasonable PLA. She expressed hope that the City would end up with a <br />strong PLA for this project. <br /> <br />A substitute motion was made by Councilmember Starosciak, seconded by Councilmember <br />Souza, to adopt the RDA resolution, and direct staff to work with BRIDGE Housing and the <br />Building Trades Council to consider a Project Labor Agreement. <br /> <br />Councilmember Prola commented that the San Leandro Unified School District has PLAs for <br />its Ninth Grade Academy, which are coming in on time and under budget. The City of <br />Oakland has a PLA, which San Leandro could use for this project. <br /> <br />Mayor Santos stated that he did not support the substitute motion because he felt that <br />BRIDGE and labor are close to reaching an independent decision. <br /> <br />Vice Mayor Stephens asked what would occur if the parties could not work out an <br />raised very late in the process, and could upend the project. <br /> <br /> Resolution No. 2009-009 RDA <br />, Resolution of the Redevelopment Agency of the City <br />of San Leandro Authorizing the Execution of an Ownership Participation and Loan <br />Agreement with Alameda Housing Associates, L.P., Approving Financing for an <br />Affordable Rental Housing Project Located at 1333 Martinez Street, and Authorizing <br />the Execution of Documents in Connection with Such Financing (approves <br />an agreement and loan for up to $9.1 million to construct The Alameda housing <br />project).
