Resolution Committing $500,000 to Assist Davis Street Family Resource Center (DSFRC) <br />. (Taken prior to Item 4, <br />with Acquisition of the Property Located at 3081 Teagarden Street <br />Public Hearings, with concurrence of the City Council.) <br /> <br /> <br />Mr. Hollister summarized the previous discussion on this matter. He noted that there was no <br />need to close escrow on the 3081 Teagarden Street property by June 30, 2009, as was <br />previously believed. This allows staff to recommend exploring the use of CDBG funds <br />rather than redevelopment bond funds for the $500,000 contribution to the DSFRC for the <br />property purchase. <br /> <br />Mr. Liao gave a short presentation, outlining the process that would be required to be <br />completed before a commitment of CDBG funds can be made to the DSFRC, including <br />amending the 2009-10 Annual Action Plan, and performing the necessary public outreach as <br />required by the citizen participation plan. <br /> <br />Councilmember Souza inquired about the timeline for escrow. Rose Johnson, Executive <br />Director of the DSFRC, responded that the goal is to open escrow around June 1, and close at <br />the time the full $2-$2.5 million is placed in escrow. Ms. Johnson stated that the DSFRC has <br />received two grants that it is in danger of losing if not encumbered by June 30. She added <br />that a found <br />contribution, and a contribution from Alameda County is also expected. <br /> <br />Councilmember Souza pointed out the staff recommendations in the staff report, and <br />suggested adding a requirement that the DSFRC forgo future Community Assistance <br />funding, to offset the $500,000 contribution, and provide a leveling of the playing field for <br />the other agencies receiving grant funding. <br /> <br />Gordon Galvan, Chair of the DSFRC Capital Campaign <br />, addressed the City Council, <br />contribution. <br /> <br />Tim Holmes, San Leandro Business Owner <br />, addressed the City Council, commenting that <br />this is the highest and best use for this funding. Mr. Holmes commented that the DSFRC <br />provides the safety net for residents in the current economy. <br /> <br />Tina Medina, a private provider for DSFRC <br />, addressed the City Council, commenting <br />that she is a licensed child care provider. Ms. Medina stated that she is also a former client of <br /> <br />
