Citizen Participation Requirements <br />In preparing to submit a HUD Section 1081oan application for the senior center, the City <br />has complied with its citizen participation plan (CPP). Review of the draft and final <br />Section 1081oan application were done concurrently with the review of the City's FY <br />2009-10 HUD Annual Action Plan. Therefore, description of the proposed Section 10$ <br />loan application for the senior is also described in the FY 2009-10 Annual Action Plan. <br />Below is a timeline of key CPP required dates and activities: <br />February 27, 2009 -published public notice for first public hearing on draft <br />Section 108 loan application and draft FY 2009-10 HUD Annual Action Plan. <br />March 16 -first public hearing held and City Council sets 30 day public <br />review/comment period for March 20 through April 20. <br />March 20 -April 20 - 30 day public review and comment period. Copies of the <br />draft Section 108 loan application and FY 2009-10 Annual Action Plan are made <br />available at City Hall, Main Library (as well as other City libraries) and City <br />website in accordance with the CPP. Also, copies of the public notice were sent to <br />the City's CDBG subrecipient mailing list and homeowners associations per the <br />CPP. <br />April 4 -published public notice for second public hearing to review and approve <br />final Section 108 loan application and FY 2009-10 HUD Annual Action Plan. <br />April 20 -second public hearing held and City Council approved the final <br />Section 108 loan application and FY 2009-10 Annual Action Plan for submittal to <br />HUD. The City received no public comments during the 30 day public <br />review/comment period. <br />May 15 -City will post the final Section 108 loan application on its website no <br />later than May 1 S <br />11.
