DRAFT MINUTES <br /> Page 3 <br />April 20, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br /> <br />E.Presentation by Arroyo High School Distributive Education Clubs of America (DECA) <br />DECA Students Congratulating Them on Their Success. <br /> <br />DECA Advisor Christina Charlton accepted the Certificate of Recognition presented by <br />Mayor Santos. Ms. Charlton thanked the City Council, and especially Councilmember <br />Souza, for support and recognition of the DECA program and of the accomplishments <br />of its members. She announced that the students have been invited to compete in an <br />international competition in Los Angeles later this month. <br /> <br />The DECA students introduced themselves and described their areas of competition and <br />achievements. <br /> <br /> <br /> 3. PUBLIC HEARINGSCITY COUNCIL <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />fill out a speaker card <br />Mayor. When you address the City Council, you should and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br /> <br />A.Matter of Approval of U.S. Department of Housing and Urban Development (HUD) FY <br />2009-2010 Annual Action Plan and HUD Section 108 Loan Guarantee Application for <br />the Senior Center. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Steve Hollister provided background on the matter, and introduced Housing and CDBG <br />Manager Tom Liao. Mr. Liao gave a brief PowerPoint presentation, describing the <br />minor changes to the Draft FY 2009-10 Action Plan. He noted that an amendment to <br />the Plan would need to be made at a later date to address the $500,000 funding request <br />for the Davis Street Family Resource Center. <br /> <br />The Hearing was then opened to the public. <br /> <br />Liz Varela, Building Futures with Women and Children, <br /> addressed the City <br />Council, commenting on the proposed cuts to social service agencies being considered <br />by the Council. Ms. Varela commented on the difficulty faced by these agencies in <br />trying to replace the lost funding. <br /> <br />There being no further public comments, and without objection, the Public Hearing was <br />closed. <br /> <br />Councilmember Gregory requested that, if the agenda allowed, Finance Committee <br />discuss the proposed cuts to Community Assistance funding. Mr. Hollister indicated <br />ssion on the recommended budget <br />reductions and possible restoration of Community Assistance funding. <br /> <br /> <br />
