Minutes - Ciry of San Leandro Ciry Council Meeting Page 12 <br />April 5,1999 <br />B. Lou Filipovic6, 15376 Laverne Drive, addressed the Council regarding the <br />Monument Sign discussed earlier. He noted he had no problem with the sign as <br />long as it wasn't a big monument and wasn't being placed in the street. He <br />stressed the need for public participation before, during, and after the fact. He <br />continued by complaining that the Minutes are Action Minutes and they don't <br />adequately reflect what is actually said and are not verbatim in certain sections. <br />Mr. Filipovich also complained about having to fill out a speaker card to speak. <br />He commented fiuther about qualifications to run for local office and concluded by <br />commenting on the water that goes out to the Bay, indicating that the percentage <br />of contaminants in the water is less than 1%. <br />Mr. Filipovich further concluded by stating there is no place in the State of <br />California where a citizen can register a complaint against City or local <br />government in reference to actions taken that you want the City Attorney to come <br />in and discuss with you. <br />9.
