Minutes -City of San Leandro Ciry Council and Page 3 <br />San Leandro Redevelopment Agency Joint Meeting -May 3, 1999 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the Ciry Council, you should fill out a speaker card and <br />submit it to the Ciry Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br />A. William Athey, 1805 Sundberg Avenue, addressed the City Council regarding <br />the Auto Mall on Marina Boulevard, indicating that, when the Auto Mall was <br />approved, it was stipulated there would be no trucks on Wayne Avenue. He <br />stressed that is not the case. He further indicated he would like to see trucks on <br />Interstate 580. <br />B. Carey Walker, 471 Santa Monica, addressed the City Council regarding the <br />Public Comment period, the election to be held in November of 2000, and the rent <br />agreement in Mission Bay, which is up at the same time. He concluded by <br />commenting on the need for arent-control ordinance and said Steve Emslie runs a <br />very good community meeting and allows people to speak. <br />C. Al Rosenga, 534 Parrott Street, addressed the City Council, asking why the City <br />Council is proposing to dissolve the Ad Hoc Committee to study I-580; questioned <br />whether it would be a second or first deed of trust on the property for the <br />rehabilitation of the 91-unit apartment building listed under New Business, Item <br />7.A, asked what the interest rate would be, and questioned whether there will be a <br />priority for San Leandro citizens. <br />D. Richard Garcia, 13951 Santiago Road, addressed the City Council regarding the <br />Kids Club afternoon program, indicating there are constantly new caregivers due <br />to the limited number of hours. He feels kids need stability and that the caregiver <br />position should be a full-time position. He submitted a petition from Garfield <br />School families. <br />E. Robin Ehlers, 778 Joaquin Avenue, addressed the City Council on behalf of <br />the Estudillo Homeowners' Association, indicating their opposition to truck <br />traffic on I-580. <br />F. Harold Perez, 2052 Vestal Court, addressed the Ciry Council, thanking the <br />Mayor and staff for addressing the issue regarding power poles in his <br />neighborhood. He further addressed the City Council regarding issues relating to <br />access to the West Gate Shopping Center from Timothy Drive, airplane pollution <br />and noise, and that no one seems to care about the impacts to his neighborhood. <br />
