Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Meeting -May 3,1999 <br />G. Justin Agrella, 1231 - 148` Avenue, addressed the City Council in opposition to <br />low-to-moderate housing for the Proposed West San LeandrolMacArthur <br />Boulevard Redevelopment Project Area. He read a quote regarding <br />redevelopment funding. He added that he can't see moving one blighted area to <br />another. He stated his opposition to low-income housing. <br />H. Paul Vargas, 872 Portola Drive, addressed the City Council, stating his <br />opposition to redevelopment, low-income housing, and questioned why the City <br />Council is supporting an election in November of 2000. <br />In response to comments, the City Manager complimented Kathy Ornelas for the <br />quick response to the power-line situation on Vestal Court. He further noted <br />Engineering and Transportation staff is looking into the Timothy Drive issue and <br />said there is no use of loud speakers at the auto dealerships. <br />5. CITY COUNCII. REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />Council Member Loeffier reported on his attendance at an Association of Bay <br />Area Governments (ABAG) Conference where the issues of sustainable <br />communities and empowering neighborhoods were discussed, as well as <br />regionalism. He further commented on the availability of a video from ABAG <br />regarding the housing crisis in the Bay Area. He suggested the City Council <br />may want to discuss this at a Work Session. <br />2. The Mayor reported on Waste Management and their Source Reduction and <br />Recycling Board, which held its annual contest for reuse and recycling <br />materials in the local schools. San Leandro was honored to have four or five <br />winners from our elementary school and high school. She would like to see if <br />the City could bring that traveling exhibit to City Hall and showcase it in the <br />lobby. <br />B. Reports on City Council Committees <br />1. Rules and Communications Committee, April 27, 1999. <br />-- Discussion/ActionRegacding Agenda Items. <br />Vice Mayor Galvan presented the pending items for the City Council Rules <br />and Communications Committee. <br />
