Resolution of the San Leandro City Council Approving Agreement Between the City of San Leandro and County of Alameda for Administration of HOME Consortium Funds, Federal Fiscal Years 2000-2002 (provides for the administration of the HOME Program by Alameda County for athree-year period). Steve Emslie, Director of Development Services, explained the program in greater detail, based upon comments received by Council Member Glaze earlier in the evening. Council Member Glaze commented that the proposed Agreement is a good one. Referencing the recently approved loan for Tropic Court, he noted that the City Council acted on a resolution that indicated that there would be low and moderate income. It did not state that the project would be totally low income. The Tropic Court resolution gave the impression to the Council that it would be used for low and moderate income, as well as a goal of working toward zero displacement of current residents. He further noted that it has come to the Council's attention that was not the case. He indicated that the City Manager has said that the agreement
