Resolution of the San Leandro City Council Approving Agreement Between the <br />City of San Leandro and County of Alameda for Administration of HOME <br />Consortium Funds, Federal Fiscal Years 2000-2002 (provides for the <br />administration of the HOME Program by Alameda County for athree-year <br />period). <br />Steve Emslie, Director of Development Services, explained the program in greater <br />detail, based upon comments received by Council Member Glaze earlier in the <br />evening. <br />Council Member Glaze commented that the proposed Agreement is a good one. <br />Referencing the recently approved loan for Tropic Court, he noted that the City <br />Council acted on a resolution that indicated that there would be low and moderate <br />income. It did not state that the project would be totally low income. The Tropic <br />Court resolution gave the impression to the Council that it would be used for low <br />and moderate income, as well as a goal of working toward zero displacement of <br />current residents. He further noted that it has come to the Council's attention that <br />was not the case. He indicated that the City Manager has said that the agreement <br />
