Minutes -City of San Leandro City Council and Page 14 <br />San Leandro Redevelopment Agency Joint Meeting -- May 17, 1999 <br />for Tropic Court has not been signed. Council Member Glaze commented that he <br />has checked with the City Attorney about if that resolution could be overturned for <br />the simple reason that the resolution specifically states "low and moderate income" <br />and that is not the case. He noted that he has received several phone calls from a <br />number of residents regarding displacements. He would hope, in the future, that <br />staff would be more concise when asked specific questions about displacements <br />and the specific groups that would be eligible to move into a project. He further <br />noted that it is his impression that the City Manager has no intent on signing that <br />agreement until something gets worked out about what the Council's original <br />intent was when the agreement was approved. <br />Steve Emslie indicated that if there is a tenant displacement that cannot be <br />resolved, the agreement will be brought back to the Council for reconsideration. <br />The following Resolution was then introduced: <br />-- Resolution No. 99-72, Resolution of the San Leandro City Council Approving <br />Agreement Between the City of San Leandro and County of Alameda for <br />Administration of HOME Consortium Funds, Federal Fiscal Years 2000-2002 <br />(provides for the administration of the HOME Program by Alameda County <br />for athree-year period). (1833) <br />M/S/C Glaze and Lflthrop. Ayes: 7; Noes: 0 <br />B. Matter of Appeal by San Leandro Shelter for Women and Children of the Planning <br />Commission's Determination Regarding the Use Classification of a "Safe House" <br />Under the San Leandro Zoning Code. <br />Hanson Hom gave a staff report explaining the Appeal before the City Council. <br />Mayor Young indicated she would be allowing public input on this item at this <br />time. <br />Rose Johnson, 1558 Sagewood, addressed the City Council in support of the Safe <br />House. She further explained she sees the Shelter as an end to a means. She <br />added that San Leandro is a compassionate City, and she encouraged the City <br />Council to support the Safe House's Appeal. <br />Elaine de Coligny, Appellant, 15356 Sullivan Avenue, addressed the City <br />Council, giving the background of why shelters are an important part of a woman's <br />safety net and serves to help them rebuild their lives. She stressed that they are <br />good neighbors, indicating they have several, different safety screens that are <br />adhered to for everyone's safety. She urged the City Council to support their <br />efforts and indicated they are currently in escrow on a property they feel meets <br />their needs. <br />
