Ayes: 7; Noes: 0 <br />C. City Council Comments <br />Council Member Nardine commented on the railroad-track crossing arms at <br />Williams. She indicated they come down too fast and should be looked into. <br />Council Member Nardine also requested an update on the completion of the <br />Manor Branch Library. <br />With regard to public participation, Council Member Nardine confirmed with <br />the City Attorney that the public has the option of commenting on the Minutes <br />during the Public Comments portion of the Council Meeting. <br />2. Vice Mayor Galvan noted that, although Council Member Loeffler will be <br />making the recommendation, he would be in favor of sending the request to <br />name the ball field at Thrasher Park after Tony Nassimento to the appropriate <br />City Council Committee for consideration. <br />3. Council Member Glaze commented that a HOME Funds program has come <br />before the City Council before, and a loan was made to a developer on Tropic <br />Court. Referencing that previous action, he noted the Resolution approved did <br />not match what was actually taken to the public in relation to what those funds <br />were really used for. He further commented, when staff works with a <br />developer or a property owner on a loan, he would like to make it clear the <br />residents surrounding the project, or the residents that are being affected, be <br />duly noticed and informed of the proposal. <br />4. Council Member Loeffier agreed with Council Member Glaze's comments. He <br />further commented that he feels it would be appropriate for the Mayor or the <br />City Council to send some sort of note to Mayor Brown of Oakland, thanking <br />the Oakland City Council for passing a Resolution stating their strong action in <br />preserving the closure of I-580 to truck traffic. He also asked if the City <br />Council should send a letter to Caltrans, affirming the position taken by the <br />City of Oakland. <br />
