.~
Nfinutes -City of San Leandro City Council Meeting Page 13
June 7,1999
F. Resolution Opposing Rescinding the Prohibition of Trucks on the I-580 Freeway
Through San Leandro and Oakland (opposes rescinding the truck prohibition on I-
580 and opposes any study or action that could weaken ar lift the ban).
Mayor Young read a letter dated June 7, 1999, from Assemblymember Ellen M.
Corbett into the record, which indicated her continued support for opposing truck
traffic on I-580 and her opposition to removing the ban.
Council Member Loeffler commented on his intention to meet with Mr. Hensley
from Caltrans regarding the issue, as well as former Mayor Jack Maltester. He
stated his disappointment that funds have been granted for the study, but that is all
the more reason to unite in opposition.
Vice Mayor Galvan also stated his disappointment that funds were granted for the
study. He questioned who is supporting it if everyone is against it? He feels the
study will be a waste of money and would like to know who approved the funding.
Mayor Young indicated #hey are required to do a study every 10 years, and one
has not been done for 20 years.
Council Member Grant stated she feels this issue was generated by the business
community; i.e., trucking companies. She would like the Chamber to look into this
and take a position in support of San Leandro's actions.
Vice Mayor Galvan noted there was a policy statement regarding the truck ban
that Caltrans lived by until a year ago, and one year ago that policy was removed.
He questioned how that happened.
Council Member Grant indicated there is a new Duector at Caltrans and that
person is from the southern part of California.
Council Member Loeffler suggested the City Council I-580 Truck Traffic Issues
Ad Hoc Committee meet to reassess the issues and come back to Council with a
report.
The following Resolution was then introduced:
-- Resolution No. 99-81, Resolution Opposing Rescinding the Prohibition of
Trucks on the I-580 Freeway Through San Leandro and Oakland (opposes
rescinding the truck prohibition on I-580 and opposes any study or action that
could weaken or lift the ban). (1106)
M/S/C Loeffler and Galvan. Ayes: 7; Noes: 0
A letter from Assembly Member Ellen Corbett was read into the record (see
letter attached).
