.. <br />Minutes -City of San Leandro City Council Meeting <br />dune 7,1999 <br />Page 2 <br />City Council discussion ensued regarding the refuse fee increase, and it was noted <br />that it only applies to commercial properties. Staffwas also asked whether there is <br />an exemption for non-profit, community-based organizations and/or the School <br />District for the purchase of GIS maps. Currently, there is not. It was noted, <br />although the fees have not been reviewed on an annual basis in the past, it is <br />anticipated they will be reviewed annually from now on. Staff' also clarified that <br />there are still Enterprise Fund issues to be addressed during the budget <br />discussions. <br />Council discussion continued regarding the issue of discussing fees prior to having <br />the budget presentation; i.e., the replacement costs for trees on residential <br />properties, as well as the possibility that the fee for filming in San Leandro is too <br />low. It was stated that perhaps this was "putting the cart before the horse." <br />At the request of Council Member Glaze, the City Attorney explained the <br />difference between fees that require a Proposition 218 Public Hearing and those <br />that do not. <br />The Hearing was then opened to the public. <br />Tora Guarino, Representing the San Leandro Industrial Roundtable, <br />addressed the City Council in support of the proposed fee increases. <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating he is <br />tired of hearing about the budget's $800,000 shortfall. He asked how much this <br />will cost, who will pay for it, and for haw long. He stated that 90% of the costs <br />will be picked up by residential dwellers. Staff clarified that the refuse fees only <br />apply to those who receive City services. Mr. Filipovich said this fee is a tax in <br />disguise. He said people should start asking for cost justification of fees and <br />services. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Nardine and Lothrop.
