Minutes -City of San Leandro City Council Meeting <br />dune 7,1999 <br />Page 8 <br />-- Minute Order No. 99-36, Matter or Zoning Requirements for Bars and <br />Liquor Stores. (1156/1099) <br />The City Council, by consensus, supported Council Member <br />Loeftler's request to refer the matter of Zoning requirements for bars <br />and liquor stores to the Planning Commission: <br />(1) To review whether they require a Conditional Use Permit. <br />(2) To review the non-conforming use provisions. <br />(3) To provide provisions that would allow the City to have the most <br />authority to regulate the reuse of bars and liquor stores. <br />No Vote <br />7. Mayor Young congratulated staff on a very successful Cherry Festival. She <br />further commented on her concerns with the underpass at 105' Avenue on San <br />Leandro Boulevard. She noted there are concerns with the width, pavement, <br />and asphalt. She questioned whether or not the types of trucks that are <br />allowed to pass through there should be regulated. She indicated City Council <br />Member Reid, City of Oakland, has given her a short report concerning some <br />options on how those issues might be handled, such as posting limited speed <br />limits and limiting oil-tanker trucks from coming through there during the day. <br />She will continue to work with Council Member Reid on this issue. <br />The Mayor then discussed a letter hand delivered to the City Clerk, addressed <br />to the City Council and the City Manager from the San Leandro Chamber of <br />Commerce and various Presidents of homeowners' associations and citizen <br />groups. She noted the letter has asked that the City Council direct the City <br />Attorney to draft suitable language which would amend the Charter and call <br />for the election of the City Council and Mayor by a majority rather than <br />plurality of registered voters. The letter requested this issue be placed before <br />the voters of San Leandro for such consideration on the March, 2000, primary <br />ballot. <br />
