Minutes -City of San Leandro City Council and Page 12 <br />San Leandro Redevelopment Agency Joint Special Meeting -- June 14,1999 <br />Vice Mayor Galvan stressed that he feels passing a large rate increase after eight <br />years is irresponsible. He further added that, if the Ciry Manager says he can have <br />the City out of the garbage business in six months, the City Council should hold <br />him to it. He concluded by stating, if the City could recoup $1.2 million by selling <br />the service, why pass a rate increase? <br />Council Member Glaze said giving the Ciry Manager only six months to get out of <br />the garbage business would place negotiations at risk and would result in an unfair <br />negotiating posture. <br />Tim Hansen, Finance Director, and Robert Rockett, Duector of Public Works <br />Services, gave a presentation to the Ciry Council on the proposed rate increases. <br />The City Council clarified that the City is getting close to meeting AB 939 goals. <br />It was also noted there would be a 4% increase to restaurants to achieve the cost <br />of services. It was also pointed out that these are not substantial increases. <br />Council Member Grant commented on the need to survey the community <br />regarding the issue of whether or not they want to keep the City's garbage service <br />or go to privatization of service. <br />Vice Mayor Galvan indicated he will not be supporting the proposed rate <br />increases. He said he would only be supportive of increases to rates for recycling <br />and drop boxes. <br />In response to a City Council question, Mr. Rockett explained the Oro Loma <br />service and rates as they relate to the City of San Leandro. <br />The following Motion was then introduced: <br />Minute Order No. 99-44, Matter of Criving Notice of Refuse Enterprise Fund <br />Rate Increases (sets Public Hearing date of August 2, 1999, for a required <br />Public Hearing, in accordance with Proposition 218, for adoption of property- <br />related fees). (1051/1078/1934) <br />The City Council approved the matter of giving notice of Refuse <br />Enterprise Fund rate increases and set the required Public Hearing for <br />August 2, 1999, at 7:00 p.m. <br />M/S/C Loeffler and Lothrop. Ayes: 5; Noes: Galvan; Absent: Young <br />Council Member Lothrop encouraged staff to make it very clear on the <br />informational materials being sent out to the public that the proposed rate increases <br />do not include an increase in service. <br />
