Minutes -City of San Leandro City Council, Page 9 <br />San Leandro Economic Development Agency, San Leandro <br />Housing Finance Corporation, San Leandro Public Financing Authority, and <br />San Leandro Redevelopment Agency Joint Meeting -June 21, 1999 <br />Paul Cappa, 15273 Inverness Street, addressed the City Council in support of <br />the proposed changes. <br />Paul Vargas, 872 Portola Drive, addressed the City Council in opposition to the <br />proposed changes, indicating, when the codes start interfering with private- <br />property rights of homeowners, it is wrong. <br />Darlene Evans, 361 Bristol, addressed the City Council in support of the <br />proposed changes and requested a copy of the Fire Code Ordinance. <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, asking how <br />much this will cost, who pays for it, and for how long. He stated he opposes <br />forcing builders to do things a specific way and said he feels the costs will be <br />passed on to new homeowners or buyers. He stated his opposition to mandatory <br />code requirements for retrofitting. He concluded by stating this is a classic <br />example of why the City Council should allow public comment after the fact. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Loeffler and Grant. Ayes: 7; Noes: 0 <br />Council Member Glaze questioned why we are still allowing PVC pipe for water- <br />supply lines. Staff responded they would have to research when that regulation <br />changed and get back to the City Council with a report. <br />The following Resolutions and Ordinances were then introduced: <br />-- Resolution No. 99-85, Resolution Finding and Determining That Changes or <br />Modifications to the 1997 Uniform Plumbing Code and the California <br />Plumbing Code, 1998 Edition, Pertaining to the Deletion of Acrylonitrile- <br />Butadiene-Styrene and Poly-Vinyl Chloride From Use for Drain Waste and <br />Vent Systems, Are Reasonably Necessary Because of Local Conditions.(1076) <br />M/S/C Glaze and Lothrop. Ayes: 7; Noes: 0 <br />-- Resolution No. 99-86, Resolution Finding and Determining That Changes or <br />Modifications to the Uniform Building Code and the California Building <br />Code, 1998 Edition, Pertaining to Reinforcing and Seismic Anchorage, Are <br />Reasonably Necessary Because of Local Conditions. (1076) <br />M/S/C Glaze and Lothrop. Ayes: 7; Noes: 0 <br />
