Ordinance No. 99-027, An Ordinance Relating to Speed Limits, Title VI, Chapter <br />1 of the San Leandro Municipal Code, Establishes Maximum Speed Limits of 30, <br />35, and 40 Miles Per Hour on Various Street Segments Citywide. (The California <br />Vehicle Code requires the City to conduct engineering and traffic surveys on all <br />streets on the Federal-Aid System Map to justify the posted speed limits in order <br />to maintain radar enforcement.) Justin Agrella, 1231- 148' Avenue, addressed the City Council, indicating the <br />crime rate may be down overall, but figures on the website do not indicate that to <br />be true as some of the most heinous crimes are up in numbers. <br />
