Minutes -City of San Leandro City Council and Page 10 <br />San Leandro Redevelopment Agency Joint Meeting -August 2, 1999 <br />Staff responded that this report is generated through the Finance Department <br />and prepared by the City Auditors. It was noted that a copy of the report will <br />be given to the City Council by the end of the week. <br />3. Council Member Loeffler commented on a session he attended at the League <br />of California Cities regarding the impacts of E-Commerce on sales-tax <br />revenues and indicated he would like a report of the impacts on San Leandro. <br />At that same session it was suggested each community needs to form a <br />coalition with its School District and Public Safety personnel. <br />Council Member Loeffler clarified for the public that the Community <br />Development Fund or "Neighborhood Empowerment Fund" is not <br />discretionary money for each Council Member to dispose of as he or she sees <br />fit. It was noted the recent newspaper article was incorrect. He further <br />commented on community standards and the need for community-standards <br />upgrading and the need to update a former survey sent to the community <br />regarding the "quality of life in San Leandro" survey. He said there is a need <br />to update that information as there is currently no, on-going measurement of <br />"quality of life" in San Leandro. <br />4. Council Member Nardine commented on the benches and weeds along the <br />Shoreline Trail and the Heron Bay Trail and requested a report from staff <br />5. Council Member Grant, with respect to Development Service's Project <br />Planning List, requested an update on the traffic circulation of the Chevron <br />Station at Fairmont and Hesperian. <br />A lengthy Council discussion ensued regarding the Neighborhood <br />Empowerment Funds and how Vice Mayor Galvan had expended his funds <br />representing District 1, as well as how Council Member Nardine had expended <br />her funds for District 3. The need to have staff clarification on how those <br />funds are to be expended and what the intent was for the fund was expressed. <br />Staff indicated they will revisit the issue and report back on when, how, and <br />what has been used so far, as well as what the process is to expend the funds. <br />6. Mayor Young agreed with the need to clarify the Neighborhood <br />Empowerment Funds and the manner in which the monies were intended to be <br />used. <br />Mayor Young concluded by reporting on her attendance at the League of <br />California Cities Conference. <br />The City Council recessed from 9:55 p.m. to 10:04 p.m. <br />
