Minutes -City of San Leandro City Council and Page 10 San Leandro Redevelopment Agency Joint Meeting -August 2, 1999 Staff responded that this report is generated through the Finance Department and prepared by the City Auditors. It was noted that a copy of the report will be given to the City Council by the end of the week. 3. Council Member Loeffler commented on a session he attended at the League of California Cities regarding the impacts of E-Commerce on sales-tax revenues and indicated he would like a report of the impacts on San Leandro. At that same session it was suggested each community needs to form a coalition with its School District and Public Safety personnel. Council Member Loeffler clarified for the public that the Community Development Fund or "Neighborhood Empowerment Fund" is not discretionary money for each Council Member to dispose of as he or she sees fit. It was noted the recent newspaper article was incorrect. He further commented on community standards and the need for community-standards upgrading and the need to update a former survey sent to the community regarding the "quality of life in San Leandro" survey. He said there is a need to update that information as there is currently no, on-going measurement of "quality of life" in San Leandro. 4. Council Member Nardine commented on the benches and weeds along the Shoreline Trail and the Heron Bay Trail and requested a report from staff 5. Council Member Grant, with respect to Development Service's Project Planning List, requested an update on the traffic circulation of the Chevron Station at Fairmont and Hesperian. A lengthy Council discussion ensued regarding the Neighborhood Empowerment Funds and how Vice Mayor Galvan had expended his funds representing District 1, as well as how Council Member Nardine had expended her funds for District 3. The need to have staff clarification on how those funds are to be expended and what the intent was for the fund was expressed. Staff indicated they will revisit the issue and report back on when, how, and what has been used so far, as well as what the process is to expend the funds. 6. Mayor Young agreed with the need to clarify the Neighborhood Empowerment Funds and the manner in which the monies were intended to be used. Mayor Young concluded by reporting on her attendance at the League of California Cities Conference. The City Council recessed from 9:55 p.m. to 10:04 p.m.
