Minutes -City of San Leandro City Council and Page 9 <br />San Leandro Redevelopment Agency Joint Meeting -August 2, 1999 <br />5. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />Mayor Young referenced a Fact Sheet on Measure "B," which she will be <br />distributing to the City Council next week, and said the City Council needs to <br />discuss SCA 3, which is a Senate Bill proposed for November of 2000 that <br />allows State transportation sales taxes to be enacted upon a simple, majority <br />vote, with a 20-year sunset clause. <br />Mayor Young indicated the City Council needs to make some decisions as to <br />how the City Council would want to handle projects within the City Limits of <br />San Leandro. She suggested scheduling the issue for a Work Session or just <br />discuss this at a City Council Meeting in September. She said it should be <br />decided how to package the continued Reauthorization in Alameda County <br />alone fora 2/3rds vote; or, if SCA 3 passes through the Senate, how we would <br />like to package a 20-year plan. The projects that were in the City's original, <br />15- year plan included the Davis/Westgate Extension, 150' Avenue/Hesperian <br />Corridor, Beatrice at Washington, and the Widening of Lewelling. <br />B. Reports on City Council Committees <br />It was noted a Special Meeting of the City Council Rules and Communications <br />Committee, regarding Election matters relating to a Charter change, has not been <br />scheduled yet. <br />C. City Council Comments <br />1. Council Member Lothrop commented on traffic congestion at Warden Avenue <br />and Davis Street and said Warden Park continues to be a mess. <br />Council Member Lothrop commented further on her attendance at the League <br />of California Cities Conference, where she attended a session on <br />redevelopment and a session regarding ways to encourage staff to live in the <br />City within which they work. She would like the City Council to review <br />options and incentives to encourage employees to live in San Leandro. <br />There was unanimous City Council consensus to have staff begin the research <br />in time for the next round of labor negotiations and to be prepared to report <br />back to the City Council in preparation for those negotiations. <br />2. Council Member Grant commented on the redevelopment session she attended <br />at the League of California Cities Conference and requested a copy of the <br />Report which is sent to the State that includes a statement of indebtedness, <br />reconciliation of monies, and expected revenue. <br />
