<br />Minutes -City of San Leandro City Council and Page 13 <br />San Leandro Redevelopment Agency Joint Meeting -August 2,1999 <br />A. Resolution of the San Leandro Redevelopment Agency of the City of San Leandro <br />Approving an Apartment Rehabilitation Loan Agreement with Julie and Ross H. <br />Urbach, Owners, for the Use of Redevelopment Agency Set-Aside Funds for <br />Improvements to the Apartment Building Located at 825 San Leandro Boulevard, <br />APN 075-0168-001-14 (provides for an $80,000 loan from the Redevelopment <br />Agency and an $80,000 owner contribution for a total project cost of $160,000). <br />Council Member Grant asked clarifying questions as to why these specific projects <br />are targeted and expressed concern with giving monies to improve private <br />properties. <br />Debbie Potter, Redevelopment Specialist, responded as to why these specific <br />properties were chosen for rehabilitation and noted these loans provide a <br />combination of grant and loan funds to owners of rental properties, in exchange for <br />a limited number of designated, affordable units. It was further noted the <br />affordable units must be occupied by tenants whose incomes are below 50% of the <br />Area Median Income or 80% of the Area Median Income. The owners are <br />responsible for a minimum of 15% of the total project cost. <br />The following Resolution was then introduced: <br />Resolution No. 99-22, Resolution of the San Leandro Redevelopment Agency of <br />the City of San Leandro Approving an Apartment Rehabilitation Loan Agreement <br />with Julie and Ross H. Urbach, Owners, for the Use of Redevelopment Agency <br />Set-Aside Funds for Improvements to the Apartment Building Located at 825 San <br />Leandro Boulevard, APN 075-0168-001-14 (provides for an $80,000 loan from <br />the Redevelopment Agency and an $80,000 owner contribution for a total project <br />cost of $160,000). <br />M/S/C Galvan and Loeffler. Silva, Clyde Vincent, Jr., and Wanda Vincent, Owners, for the <br />Use of Redevelopment Agency Set-Aside Funds for Improvements to the <br />Apartment Building Located at 111 Preda Street, APN 075-0121-003-03 <br />(provides fora $340,000 loan from the Redevelopment Agency and a $60,000 <br />owner contribution for a total project cost of $400,000). <br />M/5/C Loeffler and Galvan.
