Minutes -City of San Leandro City Council and Page 3 <br />San Leandro Redevelopment Agency Joint Meeting -August 2,1999 <br />This being the time and place for the Public Hearing on the above matter, <br />Steve Emslie, Director of Development Services, introduced the item and Beth <br />Greene gave a more indepth staff report. <br />Rena Rickles, 1970 Broadway, Suite 120, on Behalf of the Appellant, <br />clarified their business to indicate that they advance monies and are not in the <br />check- cashing business. She indicated they feel those Board of Zoning <br />Adjustments' members who were opposed were opposed because they had a <br />misconception of who Advance America's customers actually are. She went <br />into further detail regarding how their business operates and urged that the <br />City Council approve their Conditional Use Permit. <br />Thomas Leonard, 21781 Brigerra, Friant, California, Representing <br />Advance America, addressed the City Council in support of and urged the <br />City Council to grant the Conditional Use Permit. <br />Kevin Blenman, 247 Panorama Drive, Benicia, Representing Advance <br />America, addressed the City Council in support of the Conditional Use Permit <br />and urged the City Council to uphold their Appeal. <br />The Hearing was then opened to the public. <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating <br />there is no way to stop these people from going into business; the City Council <br />should approve the Conditional Use Permit. <br />There being °no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Nardine and Glaze. Ayes: 7; Noes: 0 <br />Council Member Nardine clarified that it will not be a 24-hour business, their <br />hours of operation are proposed to be 10 a.m. to 6 p.m., and they will have <br />bathrooms on site. It was also indicated they have a minimal amount of money <br />and should not have Brink's truck deliveries. Also, the offices are not visible <br />through the glass as it will have a film to obscure vision. <br />Council Member Glaze asked if there were special concerns with the two <br />operations that went into the Greenhouse Market Place location. Staff <br />indicated the same concerns were expressed with those businesses, and the two <br />businesses are further apart at the Greenhouse Market Place. It was noted the <br />Board of Zoning Adjustments' vote was 4-3, and the issues were debated at <br />length. <br />
