Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Meeting -August 2,1999 <br />Council Member Grant clarified their focus on safety and customer service, <br />which includes cameras, alarm systems, fire apparatus, etc. She also clarified <br />that all six businesses are on the south end of town and none are located <br />downtown. <br />Mr. Leonard responded that they are interested in finding a second location in <br />another area of San Leandro. <br />Vice Mayor Galvan questioned the factors used in determining the location of <br />their businesses. <br />Mr. Leonard indicated they had encountered difficulties in other communities <br />and added that the Bay Area is difficult to locate in. He indicated they do <br />demographic studies -based on incomes of approximately $35,000, annually. <br />Discussion ensued regarding the overconcentration of these types of businesses <br />in the area proposed. It was also suggested future discussion take place <br />regarding a zoning review of this type of business and distance requirements. <br />The following Motions were then introduced: <br />Minute Order No. 99-50, Matter of Anneal by Rena Rickles, Attorney <br />on Behalf of Karen Finch, Advance America, Apnlicant, of the Board <br />of Zoning Adjustments' Denial of CU-99-4; Conditional Use; to Operate <br />a Deferred Check-Deposit Business that, for a Fee, Advances Money <br />Through Issuance of a Check that is Secured by Deposit of a Future Pay <br />Check; at 1346 Fairmont Drive; Assessor's Parcel No. 77D-1495-16; K. <br />Finch, Advance America, Applicant; A. Youngman, Property Owner; CC <br />(PD) Community Commercial, Planned Development District.(1098/2167) <br />The City Council denied the Appeal by Rena Rickles, Attorney on <br />Behalf of Karen Finch, Advance America, Applicant, of the Board of <br />Zoning Adjustments' Denial of CU-99-4, based upon the Findings of <br />Fact set forth in the Staff report. <br />M/5/C Grant and Nardine.
