Minutes -City of San Leandro City Council and Page 5 <br />San Leandro Redevelopment Agency Joint Meeting -August 2,1999 <br />-- Minute Order No. 99-51, Matter of Appeal by Rena Rickles, Attorney <br />on Behalf of Karen Finch, Advance America, Applicant, of the Board <br />of Zoning Adiustments' Denial of CU-99-4; Conditional Use; to Operate <br />a Deferred Check-Deposit Business that, for a Fee, Advances Money <br />Through Issuance of a Check that is Secured by Deposit of a Future Pay <br />Check; at 1346 Fairmont Drive; Assessor's Parcel No. 77D-1495-16; K. <br />Finch, Advance America, Applicant; A. Youngman, Property Owner; CC <br />(PD) Community Commercial, Planned Development District.(1098/2167) <br />The City Council directed staff to: <br />(1) Undertake a study of the concentration of these uses and to report <br />back to the City Council; and <br />(2) Suspend the issuance of any Building Permits or any other <br />entitlements, until such time as staff presents an Ordinance to the <br />City Council which would effectively create a Moratorium. <br />M/S/C Grant and Nardine. Matter of Sale of Property by the San Leandro Redevelopment Agency of <br />Property Located at 1598 Washington Avenue, Formerly Crocker Bank, <br />Disposition and Development Agreement with Dr. Gordon Epstein (approves a <br />Disposition and Development Agreement with Gordon L. Epstein for sale of <br />and the proposed development of a retail optometric facility at 1598 <br />Washington Avenue, with proposed exterior and interior renovations). <br />This being the time and place for the Public Hearing on the above matter, <br />Jennifer Andersen, Redevelopment Specialist, gave the staff report, giving <br />details on the project area, and urged Council's approval. <br />In response to Vice Mayor Galvan's question, it was clarified that the City paid <br />$280,000.00 for the property at 1598 Washington Avenue, formerly known as <br />the Crocker Bank Building. <br />It was noted the abatement of asbestos was included in the negotiated price. It <br />was further noted that Dr. Epstein's business is scheduled to be open 7 days a <br />week, 9 a.m. to 8 p.m., Monday through Saturday; and 9 a.m. to 6 p.m. on <br />Sundays. <br />The Hearing was then opened to the public. <br />
