Minutes -City of San Leandro City Council and Page 8 <br />San Leandro Redevelopment Agency Joint Meeting -August 2, 1999 <br />A. Bob Britton, Professional & Technical Engineers', Local 21, Representing <br />San Leandro City Employees' Association (SLCEA), asked what the nature of <br />the litigation was which was reported out at the last City Council Meeting that <br />resulted in the City Council wanting to cancel the Prop. 218 Hearing regarding <br />refuse rates. He also asked if the City Council is going to direct Hurnan Resources <br />to begin bargaining with them. <br />B. Harold Perez, 2052 Vestal Court, addressed the City Council, stating, if we are <br />going to privatize garbage, he hopes the scavengers will be going out. He <br />indicated concerns that his neighborhood is really looking rundown. He continued <br />by commenting on airport noise levels and the affects on school children. He <br />concluded by expressing concerns with recycled materials that are not being picked <br />up properly, indicating some of the materials are being left strewn in the street. <br />C. Justin Agrella, 1231 - 148th Avenue, addressed the City Council regarding the <br />privatization of garbage service and stated he does not want to see the bill on his <br />property-tax bill. He indicated he is disappointed at the action taken regarding the <br />Advance America business. <br />D. Paul Vargas, 872 Portola Drive, addressed the City Council regarding Consent <br />Item 6.D, relating to construction of the Bonaire Park Restroom Replacement. He <br />stated he hopes the City uses a more prudent bidding process, unlike the Marina <br />Restroom Project. Regarding New Business, Items 7.A and 7.B, he stated he does <br />not think the City should subsidize wealthy apartment owners. He indicate that the <br />market should regulate rents and not government. He concluded by stating that <br />the City should get rid of the real-property transfer tax. <br />E. Walter Hirt, 716 Warden Avenue, addressed the City Council, concurring with <br />Paul Vargas regarding the many taxes San Leandro citizens pay. He commented <br />that Wandzia Grycz is their only hope in getting any relief from the Airport noise. <br />He expressed concerns that the lawsuit against the Airport is only addressing <br />environmental issues. He concluded by expressing concern that with more planes <br />for the airport come more noise and chances of accidents. <br />F. Thomas Silva, P. O. Box 126, San Lorenzo, addressed the City Council, urging <br />City Council's support for the Redevelopment loans proposed for apartment <br />rehabilitation. He complimented staff on the fine job they have done with this <br />process and for providing them this opportunity. <br />
