Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Meeting -September 20,1999 <br />The following Motion was then introduced: <br />-- Minute Order No. 99-62, Motion Approving in Concept the Revised Site <br />Plan for the HoteUSelf-Storage Facility and Referring the Applications for the <br />Rezoning (A-99-2) and the Planned Development (PD-99-2) Back to the <br />Planning Commission for a Public Hearing and Recommendation to the City <br />Council. (1099/1009) <br />The City Council approved, in concept, the Revised Site Plan for the <br />HoteVSelf-Storage Facility and Referred the Applications for the <br />Rezoning (A-99-2) and the Planned Development (PD-99-2) back to the <br />Planning Commission for a Public Hearing and recommendation to the <br />City Council. <br />M/S/C Glaze and Galvan. Matter of HUD Community Development Block Grant (CDBG) Program <br />Consolidated Annual Performance Evaluation Report (CAPER) for Fiscal Year <br />1998-99. <br />- Resolution Accepting the Community Development Block Grant (CDBG) <br />Program Consolidated Annual Performance Evaluation Report (CAPER) for <br />Fiscal Year 1998-99 and Authorizing Submission Thereof by the City Manager <br />(reports on the 1998-99 CDBG activities and provides for acceptance of the <br />CDBG annual report and submission to HUD). <br />This being the time and place for the Public Hearing on the above matter, Joann <br />Oliver gave the staff report and urged City Council's acceptance of the report. <br />City Council discussion ensued regarding the program for curb cuts. It was noted <br />curb cuts are an Americans with Disabilities Act (ADA) Regulation, and CDBG <br />Funds are only a t~ortion of the funding available to do them. Staff indicated <br />approximately 1/3 of the curb cuts done are funded by CDBG Funds. <br />Discussion followed regarding the condition of some existing, sidewalk areas that <br />do not have the appropriate sidewalk-width space between utility poles and/or <br />street signs and do not allow for passage of wheelchairs. City Council questioned <br />the reasoning for moving forward with curb cuts when the remainder of the <br />sidewalk does not allow passage for handicapped individuals. <br />Council Member Loeffler indicated a future plan should include an outreach to <br />various portions of San Leandro's population; i.e., seniors, regarding ADA-access <br />issues. He indicated new census data being collected in 2000 could be utilized to <br />determine needs for CDBG-Funded projects. <br />
