(1022/2323/1044) The City Council authorized staff to increase the Parking Citation Fines to cover the cost of processing and collection by Enforcement Technologies, Inc., pursuant to Exhibits A and B in the staff report. M/S/C Galvan and Lothrop. Ayes: 7; Noes: 0 E. Matter of Adoption of the Downtown Plan and Urban Design Guidelines Dated October 1999, and Recommending Pursuit of Funding for the Implementation of the Washington Avenue Project. -- Motion Certifying Negative Declaration as Complete and In Compliance with CEQA Requirements. No Action -- Motion -- Resolution Adopting the Downtown Plan and Urban Design Guidelines Dated October 1999. No Action The Mayor indicated that she has a copy of a letter from the legal firm representing Safeway urging the City Council to continue this matter so that they may review all of the background material germane to the Downtown Plan. Copies of that letter were provided to the remainder of the City Council during the Council Meeting. Steve Emslie, Director of Development Services, indicated that staff has been working with Safeway on this plan. Staff is requesting a continuance of this matter in order that they may continue to work with Safeway representatives to make sure the parking serving Safeway and the other retail uses is not impacted. They do not want to see any net loss in parking spaces within the area that is convenient for their customers. Staff needs approximately 30 to 45 days in order to complete that process to come up with the level of detail not currently shown in the Downtown Plan of how the implementation of that Plan can occur without negatively affecting Safeway. By consensus, the City Council indefinitely tabled the matter of the Downtown Plan and Urban Design Guidelines Dated October 1999.
