Minutes -City of San Leandro City Council and Page 11 <br />San Leandro Redevelopment Agency Joint Meeting -October 4, 1999 <br />F. Matter of Update of the General Plan Process; the General Plan Fair; Report from <br />the Chair and Vice Chair of the General Plan Advisory Committee (GPAC) <br />Activities; and Requesting City Council Participation in the General Plan Fair. <br />Report Only; No Action Needed. <br />Hanson Hom, Planning Director, gave the background regarding the General Plan <br />Update process and Bill Stephens; Chair of the GPAC went over the GPAC <br />activities, to date. Dale Reed, Vice Chair of the GPAC, gave a brief overview <br />regarding the upcoming General Plan Fair and the coordination efforts with other <br />agencies and planning programs. <br />Vice Mayor Galvan questioned Mr. Stephens about the attendance of GPAC <br />members. It was indicated that there are some members that are not as responsive <br />as others. It was noted that if a representative cannot attend meetings, alternates <br />should replace them. <br />Council Member Lothrop questioned the appropriate time to comment on the draft <br />goals? It was noted that staff intends to bring back to the Council various updates <br />through Work Sessions with the Council. <br />Council Member Loeffler clarified that publicity will be provided on the City's <br />WebPages regarding the upcoming General Plan Fair and that an effort is being <br />made to also provide information with an opportunity for feedback on the proposed <br />General Plan Goals and Vision Statement. <br />Council Member Nardine clarified with staff that there will be various interactive <br />displays at the Fair, as well as a series of discussions taking place in various <br />classrooms, in order to receive input on the General Plan. <br />Given the concerns regarding attendance of various GPAC members, the Mayor <br />noted that the City Council AdHoc GPAC Nominating Committee should be <br />reactivated in order to discuss the attendance issues. <br />G. An Ordinance Approving Amendment No. 4 to the Joint Alameda County/City of <br />San Leandro Redevelopment Project Area Redevelopment Plan to Extend the Power <br />of Eminent Domain to a Limited Number of Commercially and Industrially Zoned <br />Properties Within the Project Area (modifies language in Section 403 of the <br />Redevelopment Plan to extend the power of Eminent Domain). <br />There was no staff report given. <br />The following Ordinance was introduced: <br />-- Ordinance No. 99-029, An Ordinance Approving Amendment No. 4 to the <br />Joint Alameda County/City of San Leandro Redevelopment Project Area <br />Redevelopment Plan to Extend the Power of Eminent Domain to a Limited <br />
