Pledge of Allegiance to the Flag <br />B. Roll Call <br />PRESENT: Council Members Galvan, Glaze, Grant, Loeffler, Lothrop, <br />Nardine; Mayor Young <br />ABSENT: None <br />2. PRESENTATIONS <br />A. Presentation of Commendations to Members of the Downtown Plan Committee in <br />Recognition of Their Commitment and Efforts. <br />3. PUBLIC HEARINGS <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br />A. Matter of Proposed Downtown San Leandro Business Improvement District (BID). <br />-- An Ordinance Adding Title II, Chapter 14 to the San Leandro Municipal Code <br />Establishing the Downtown San Leandro Business Improvement District (BID). <br />-- Pass to Print <br />This being the time and place for the Public Hearing on the above matter, an <br />introduction of the proposed BID and overview of the staff report was given by <br />Luke Sims, Economic Development Manager. <br />The City Attorney, in response to Council Member Grant, indicated that this will be <br />a Business Improvement District and that the Ordinance specifies that businesses <br />not paying the assessment do not incur a liability. It also provides for a neutral <br />ballot of affected businesses on or before March 31, 2001. <br />The Hearing was then opened to the public. <br />There being no comments from the public, the Public Hearing was closed. <br />
