Minutes -City of San Leandro City Council and Page 3 <br />San Leandro Redevelopment Agency Joint Meeting -October 4,1999 <br />M/S/C Glaze and Loeffler. Ayes: 7; Noes: 0 <br />The following Ordinance was then introduced: <br />-- Ordinance No. 99-030, An Ordinance Adding Title II, Chapter I4 to the San <br />Leandro Municipal Code Establishing the Downtown San Leandro Business <br />Improvement District (BID). (2028) <br />-- Passed to Print <br />M/S/C Loeffler and Galvan. Ayes: 7; Noes: 0 <br />B. Matter of Adoption of the Downtown Plan and Urban Design Guidelines Dated <br />October 1999, and Recommending Pursuit of Funding for the Implementation of the <br />Washington Avenue Project. <br />This item does not require a Public Hearing. A Notice of Cancellation of the <br />Public Hearing was published, and this item has been moved to New Business <br />for City Council discussion and/or action. <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br />Tammy Smiley, current Pres. of the Downtown Business Association, and Larry <br />Allphin, Co-Chair of the Sausage and Suds Music Festival, addressed the City <br />Council and thanked them and city staff for their participation and support of the recent <br />Sausage and Suds Music Festival. Mr. Allphin and Ms. Smiley presented the Mayor <br />and Council Members with souvenir glass mugs commemorating the event. <br />Harold Perez, 2052 Vestal Ct., addressed the City Council regarding airplane noise <br />over the last weekend. He requested an update on what progress has been made <br />regarding the noise levels given the City's lawsuit against the Port of Oakland. He <br />concluded by commenting on the level of pollution of water in the bay. <br />Leon Mayer, 537 Santa Ynez, addressed the City Council in support of Parcel Map <br />7394. <br />John Sellars, 2259 Hillside Dr., Mulford Gardens property owner, addressed the <br />City Council and read a letter of support for the approval of Parcel Map 7394. <br />
