Minutes -City of San Leandro City Council, Page 3 <br />San Leandro Redevelopment Agency and San Leandro Public Financing <br />Authority Special Joint Meeting -October 18, 1999 <br />Jack Pyne, 747 Lewelling Blvd. #60, addressed the City Council regarding the need <br />for mobile home rent control. He submitted a letter received by the Management of <br />Salel's Mobile Home Park indicating that his space rent will be increased by $30.00 <br />beginning January 1, 2000. He also indicated that in addition to gas and electricity they <br />will now be charging residents for garbage pick-up. Additionally, the residents were <br />informed that the Park will be installing water meters at each respective space and that <br />water will be charged based on "metered usage" per homesite. He mentioned to the <br />City Council the poor drainage on the property. He urged the City Council to help assist <br />the residents regarding this rent increase and additional charges, indicating that most of <br />the residents cannot afford these fees. He suggested that the City Council consider <br />possibly putting the issue of a mobile home rent control ordinance on the ballot for the <br />people to vote on it. <br />Joyce Reynolds, 747 Lewelling Blvd. #59, addressed the City Council regarding the <br />need for a mobile home rent control ordinance and urged the City Council to help them <br />regarding this recent increase in space rent. <br />Dale Boender, 747 Lewelling Blvd. #12, addressed the City Council regarding the <br />need for a mobile home rent control ordinance. He indicated that he is on a fixed <br />income and needs assistance with resources to help him pay for this increase in park <br />rent. He indicated that he does not have shower facilities in this home and relies on the <br />in-park services for bathing and laundry needs. He added that he would not be able to <br />afford any additional charges for water. He urged the City Council to help assist him <br />with this rent increase. <br />Margaret Judd, 747 Lewelling Blvd. #62, addressed the City Council regarding the <br />proposed increase in rent at the Salel's Mobile Home Park. She, too, commented on the <br />poor drainage on the property and indicated that the park owners are not keeping up the <br />premises appropriately now, and they are asking for more space rent. She urged the <br />City Council to consider a mobile home rent control ordinance in order to assist the <br />residents there. <br />Richard Handley, 757 Lewelling Blvd. #65, addressed the City Council regarding the <br />proposed increase in mobile home rent at Salel's. He urged the City Council to help <br />assist them in getting a mobile home rent control ordinance passed. <br />Prior to moving on to the next speakers, Vice Mayor Galvan indicated that the Council <br />should reinstate the City Council Ad Hoc Committee on Mobile Home Rent Control to <br />help these residents with the proposed increase in their rent. <br />Council Member Glaze also indicated that staff should investigate the fire, health and <br />safety issues expressed by those residents. <br />Laverne Anderson, 1495 - 159x' Ave., addressed the City Council and thanked <br />Wandzia Grycz for coming out to the Bonaire Civic League Meeting.
