Minutes -City of San Leandro City Council, Page 4 <br />San Leandro Redevelopment Agency and San Leandro Public Financing <br />Authority Special Joint Meeting -October 18, 1999 <br />for her time and patience in answering all their questions. He commented that while he <br />was collecting dues for his homeowner's association, people questioned him as to what <br />is being done regarding the railroad tracks on Merced Avenue. <br />Michelle Berntson, 20 Begier Ave., addressed the City Council regarding the length of <br />time it is taking to retrofit the library. She commented on the difficulty in getting <br />elderly and disabled persons to the temporary library. She concluded by commenting <br />that the pedestrian stop sign on Joaquin and Hays is not easily seen by pedestrians. <br />Lou Filipovich, 15376 Laverne Dr., addressed the City Council regarding the process <br />by which they conduct Public Comments, indicating that people are not able to address <br />items after the City Council acts on them. He referenced the Oct. 4, 1999 City Council <br />Meeting Minutes which he feels had misleading comments regarding the eleven digit <br />dialing overlay program and pointed out that if he had an opportunity to address the City <br />Council after those comments he could have clarified that the eleven digit dialing <br />proposal had been delayed. He further indicated that there are charges for dialing 411 <br />and busy line verification requests. He concluded by commenting on and expressing <br />concerns for the proposed bonding for the library and fire stations. <br />Vera Ayres, 381 Melven Ct., addressed the City Council regarding the library retrofit. <br />She indicated that she was told that the details on the monies being spent on the retrofit <br />are only available through the City Manager. She stated that she wants information on <br />the funding, phases of construction, and a list of the multiple prime contractors. She <br />concluded by stating that she feels the Real Property Transfer Tax should be abolished. <br />5. CITY MANAGER'S REPORT AND COMMENTS <br />In response to comments made by Laverne Anderson, the City Manager indicated that <br />the repairs of spur tracks on Merced are scheduled in Phase II of the track repair efforts. <br />With regard to the library retrofit project, the City Manager noted that the cost will be <br />$13.5 million and that the project is on time and on budget. He indicated that the library <br />should be completed and reopened by July 1, 2000. <br />In response to the residents of Salel's Mobile Home Park, he indicated that he will have <br />staff get information back to the City Council regarding the issues expressed and have <br />an inspection done. <br />6. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />1.
