Minutes -City of San Leandro City Council Meeting Page 2 <br />November 1, 1999 <br />3. PUBLIC HEARINGS <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br />A. Matter of Establishing an Underground Utility District Along a Portion of East 14'~ <br />Street. <br />-- Resolution Requiring the Removal of Poles, Overhead Wires and Associated <br />Overhead Structures from Portions of East 14'~ Street and Abutting Properties, <br />Including Intersecting Streets. <br />This being the time and place for the Public Hearing on the above matter, Bill <br />Algire, Director of Engineering and Transportation, gave the staff report, and <br />Uche Udemezue, City Engineer, assisted with presenting slides of the proposed <br />undergrounding project area. <br />The Hearing was then opened to the public. <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council and stated he <br />has asked for, but has not received, copies of any joint powers agreements the <br />City has with Alameda County. He asked if this undergrounding project is a <br />redevelopment project. He stated he does not agree with how the City runs their <br />meetings and does not like the speaker cards. He further indicated the <br />information being provided to the public is not clear. He requested a complete, <br />written response to what this project costs, where the money is coming from, how <br />much debt will be incurred, who will be responsible for the debt, and how long it <br />will it take to pay off. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Galvan and Nardine. Ayes: 6; Noes: 0; Absent: Lothrop <br />Liane Randolph, Assistant City Attorney, stated the territory which is the subject <br />of the undergrounding utility district happens to be located in the Joint City of San <br />Leandro/County of Alameda Redevelopment Area. She stressed this is not a <br />redevelopment project; it is just something that is going to make the street look <br />more attractive and will go hand in hand with the City's redevelopment efforts in <br />the area. <br />Bill Algire explained Rule 20A funds. He noted that currently there is $1.7 million <br />in the undergrounding fund, and we accumulate approximately $250,000 per year. <br />He also noted there are provisions within the Rule 20A guidelines allowing the <br />City to borrow up to three or four years in advance. <br />
