Minutes -City of San Leandro City Council Meeting Page 3 <br />November 1, 1999 <br />The following Resolution was then introduced: <br />-- Resolution No. 99-157, Resolution Requiring the Removal of Poles, Overhead <br />Wires and Associated Overhead Structures from Portions of East 14`~ Street <br />and Abutting Properties, Including Intersecting Streets. (2874/1207) <br />M/S/C Grant and Glaze. Ayes: 6; Noes: 0; Absent: Lothrop <br />4. PUBLIC COMMENTS <br />Public Comments are limited to S minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br />A. Dale Boender, 747 Lewelling Boulevard #12, addressed the City Council and <br />presented a copy of a Daily Review newspaper article regarding the proposed <br />increase in the mobile home rent at Salel's. <br />B. Howard Kerr, 15388 Norton Street, addressed the Ciry Council regarding the <br />newly installed speed humps on Norton Street. He stated his support of the Ad <br />Hoc Committee on Mobile Home Rent Control but feels it should be called <br />something other than "rent control." He also commented on the County <br />Department of Public Works, which has been cleaning out the channel in <br />Washington Manor. He indicated their homeowners' association newsletter will <br />provide information about the debris and growth in the channel. Additionally, Mr. <br />Kerr commented on flood insurance requirements for Washington Manor and <br />indicated it will result in a cost of $1,067 per year, per affected resident. He noted <br />they are working with the Public Works Department and Engineering staff <br />regarding the widening and/or deepening of the channel, adding that they would <br />rather put money into fixing up the channel than paying for insurance. He stated <br />they will be writing to their Congressman, Assemblywoman, etc., to support those <br />efforts. He concluded by indicating they are also seeking the cooperation of the <br />City to help them in their efforts. <br />C. Tom Guarino, Representing the San Leandro Chamber of Commerce, <br />addressed the City Council regarding the name of the Ad Hoc Committee for <br />mobile home rent control, indicating the name should be changed to reflect that it <br />will be an "Ad Hoc Committee on Issues." He complimented the City Council for <br />taking on the concept of providing incentives for management to live in San <br />Leandro. He noted the Chamber has the highest regard and respect for San <br />
