G. <br />Minutes -City of San Leandro City Council and Page 19 <br />San Leandro Redevelopment Agency Joint Meeting -November 15, 1999 <br />Mayor Young concluded by saying she needs to designate three Delegates and <br />Alternates from those persons who will be attending the National League of Cities <br />Conference the first week of December. Delegate Forms were then passed out to <br />interested City Council Members. <br />9. CITY MANAGER'S REPORT AND COMMENTS <br />The City Manager reported the City Council Rules and Communications Committee <br />has been apprised and has commented on the updating and reconstruction efforts <br />relating to the City's Website. He noted it will be under reconstruction until the first <br />of December. <br />The City Manager also reported that all Department Heads are working on a <br />Consolidated Annual Report. <br />In conclusion, the-City Manager announced the City Council will be having a Work <br />Session on the scheduling of Work Sessions in the month of December. <br />10. CONTINUED PUBLIC COMMENTS <br />Continued Public Comments is limited to the balance of speaker cards that have been <br />submitted to the City Clerk and any new speakers who have not been heard. <br />Comments will be limited to 5 minutes per speaker. <br />A. Paul Vargas, 872 Portola Drive, addressed the City Council regarding New <br />Business, Item 7.A, stating it is an example of corporate warfare. He commented <br />that he doesn't know why they need $3M of taxpayers' money to move a car <br />dealership across town. He further commented on his opposition to the real <br />property transfer tax. He requested the City Council consider rescinding the <br />Ordinance at their next meeting or to at least put the issue on the next City Council <br />election. <br />B. Justin Agrella, P.O. Boz 1631, addressed the City Council regarding comments <br />made in the newspaper regarding the request to repeal the real property transfer <br />tax. He requested the City Council either repeal the tax or put it on the next <br />election ballot. <br />C. Lou Filipovich, 15376 Laverne Drive, echoed everything Mr. Vargas and Mr. <br />Agrella stated. He said the City Council is kidding themselves if they think the <br />people are happy with how the City Council is serving the community or if they are <br />happy with the City Attorney. He indicated this City is not broke, but the City is <br />
