i~ <br />Council Comments by Garry Loeffler (for the record) <br />November 15, 1999 <br />Commend the Human Resources Dept and the Personnel Commission for the <br />excellent Employee Recognition Dinner held on November 9~' ec the Marina <br />Community Center.Employees with hundreds of years of service were recognized. It <br />may be appropriate to enter their names/years of service in our official record with the <br />thanks of the City Council for their dedication to our city. <br />2. I attended the BART Livable Communities forum on November 10~' with Jennifer <br />Andersen from the Planning Dept. Presentations included remarks by Peter Caltrorp, <br />proponent of "transit-oriented" development; Bob Stacey who shared the regional <br />planning used in Portland, Oregon, and Jack Limber from the San Diego Metro <br />Transit Board. Some key points: <br />a. TOD: moderate and high-density housing, along with mixed uses at strategic <br />points along regional transit systems. <br />b. Create "walkable"environments at origin and destination of each trip. <br />c. Place local retail, parks, day care, civic services, and transit at the center of <br />planning process <br />d. Create pedestrian-friendly street networks <br />e. Preserve sensitive habitat and high quality open space. <br />Copies of BART's Strategic Plan, just published, were distributed. If BART has a <br />strategic plan to provide for a transportation network, it is not time for San Leandro to <br />develop a Strategic Plan for its services to the community? Copies of BART's <br />Strategic Plan have been requested for the council. <br />I also noted that BART has a need for $800 million to retrofit its existing rail system <br />to make it more earthquake proof. To date BART does not have the funding to retrofit <br />the system. <br />I would recommend that in the future we encourage planning commissioners to <br />attend, if possible. <br />Saturday, as part of our joint Oakland-San Leandro joint projects, Council member <br />Larry Reid, Oakland, invited the Mayor and myself to attend his quarterly leadership <br />breakfast with 50+ business/neighborhood association leaders. Mayor Brown spoke <br />on Oakland's goal of revitalizing neighborhoods. Chief Ward spoke on crime being <br />down in Oakland by 23%. Joint San Leandro-Oakland projects were reviewed: <br />Doolittle Entry to airport, MacArthur Blvd, and joint policing. List of Capital projects <br />for East Oakland provided.Some of the projects in motion that were discussed: <br />a. 7 court basketball facility developed by Ken Rawlings (Otis Spunkmeyer) <br />
