~.` <br />Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Meeting -November 15,1999 <br />The Mayor clarified, for the record, that the project site is within the Joint <br />Alameda County-City of San Leandro Redevelopment Plan Area; and there is a <br />pass-through agreement with the County for the tax increment generated. <br />Council Member Glaze agreed with deleting Condition IV.A.4 but would reserve <br />the right for an historic marker in front of the Victorian home. He added that he <br />does not agree with extending the hauling hours to 7:00 a.m. and 6:00 p.m. He <br />recommended the construction hours for the exteriors of buildings C, D, and E be <br />limited to Monday through Friday, 8:00 a.m. to 5:00 p.m. <br />The City Attorney, in order to facilitate discussion on the proposed changes in <br />Conditions, suggested the City Council take a straw vote on the issues that were <br />stressed by the developer to be of importance. <br />After a brief discussion, it was determined the City Council was in agreement with: <br />• Staff s recommendation regarding Condition III.A, allowing a residential use <br />as accessory to a primary use and that the residential unit(s) should only be <br />used for the manager(s) of the self-storage facility; and <br />• Staff s recommendation to delete Condition N.A.4, which deletes the front- <br />yard fence for Captain Robert's House, but the City Council indicated their <br />support for retaining the right for an historic marker in front of the Victorian <br />home. <br />Lastly, with regard to Condition VI.B.I.b, the Mayor asked for input from Cubix <br />Construction prior to City Council deciding on the issue. <br />Kevin Carter addressed the City Council, stating the decision on the left-turn issue <br />is critical for the success of the self-storage project and urged the City Council to <br />grant their request to insert their specific language and allow for time-restricted left <br />turns. <br />Discussion ensued regarding the left-turn aspect of the project, which resulted in <br />the City Council retaining the Condition, as approved by the Planning Commission, <br />which indicates left turns will not be permitted until a plan for the Lewelling <br />Boulevard/Embers Way intersection and traffic signal can be found that is <br />satisfactory to the City Engineer and Transportation Administrator. <br />
