Council Member Lothrop introduced and briefly commented on Raffi Demirjian's qualifications, prior experience, and special interests in the community prior to proposing him for appointment to the Planning Commission (District 6). The following Resolution was then introduced: Resolution No. 98-7, Resolution Appointing Member to Planning Commission (District 6) -Raffi Demirjian. (1018) M/S/C Lothrop and Polvorosa. Ayes: 7; Noes: 0 The City Clerk administered the Oath of Office to Commissioner Demirjian. E. Resolution No. 98-8, Resolution Approving Parcel Map 6662, Subdivision Improvement Agreement (Public Improvements), and Parkland In-Lieu Fee Agreement and Acceptance of Dedication of a Public Utility Easement for 91 Durant Avenue; Developer: Durant Park Development Limited Liability Company (provides for subdivision of a single parcel into four lots for single-family, detached residential units at 91 Durant Avenue). OPEN FORUM Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. A. Lou Filipovich, 15376 Laverne Drive, addressed the Council, commenting on the public participation process at the Joint Oakland/San Leandro Special Meeting. He also commented on the Council's Agenda at Special Meetings, which combines Public Comments and Open Forum during one timeframe when only one issue is being considered by the Council on the Agenda. 8.
